Gate A fence is required to completely surround the pool to protect children and pets from the neighborhood, and others, from accidentally getting into the pool during and after construction, as well as other reasons. At least one of the fence walk gates has to open away from the pool side of the pool area. The gate has to be able to close with self-closing hinges and then latch with a self-latching gate latch. Certificate of Completion Once all requirements of the final Pool Inspection are completed, inspected, and passed, a Certificate of Completion will be issued by the City of Brentwood. The M.B.S.L. is an abbreviation for the Minimum Building Setback Line of every home in Brentwood, as well as Nashville and Franklin, and other cities throughout Tennessee.
